I remember a similar procession in '99. When I asked a Policeman why we were waiting, he replied that was because of a "personne distinguée". Chirac and Jiang Zemin both appeared in the same car. However, the French President had cracked open his window and enthusiastically encouraged Jiang to wave to the crowds!
