The magnitude of the whole spell is selectable, but greater if it includes negative effects. If you add a "damage self" effect, the magnitude goes through the roof. A spell of comparable power without self-damage would either cost too much magic to cast or have too many negative effects to be practical. Because of this, Atronachs are the most powerful spellcasters in the game. You can also direct your summons to attack you with spells or absorb magic until you reach archmage. Also, no. Atronach must be picked at the very start of the game.
