Nicola is actually right, “up to” is normally used in a non-specific informal manner. The context is what's important. If Steve had said "write a list of world events up to the second world war" you'd have a decent chance of seeing the second world war on the end of that list. Because he said "events leading up to" that changes the context to make it pretty obvious the second world war wouldn't be included. Ultimately the person giving Nicolas department the instruction is at fault for being ambiguous in the request, a simple "up to but not including the last quarter" could have stopped all that mess..

Oh Nicola is absolutely in the right. Even when Fleming talks about WWI he talks about the events *leading* up to WWII which is the key word to negate including the events of WWII. Cause the events up to WWII includes WWII.
