Not necessarily; it's supposed to be used during a chase- if you get close to the car you're chasing, you take it down using the grappler instead of a using pit maneuver. The problem here is that it wasn't used in place of a pit maneuver like it's supposed to be, but out of nowhere, in a way that deprived the woman of her rights by not permitting her to comply with the stop.

I really have to question what the dash cam was not on or working. Dash cams and body cams are a great thing for the police. almost all the time they end up showing the police did their job right. I think it's very difficult to get any payments from any jurisdiction. My home in Berkeley California was broken into by police, car was searched - oops, he doesn't live here any more (I lived there for more than 2 years, so it was before me). I tried to file a claim against the city - $36k damage quoted from two different contractors plus $3500 on my car. Denied because they are not libel for more than $5k, they have a law for it. I had zero recourse. I suspect others have zero recourse as well. Legal options do not work. I really am disturbed by the police attitude ignoring civil rights and by city bureaucracy that makes it impossible for citizens who are wronged to be made whole, especially in a timely manner. How do we punish these people?

Many years ago I was involved in an accident in which a US Postal worker pulled his Grumman mail truck out of a driveway directly into the path of my motorcycle. He claimed he never saw me. When I tried to involve my insurance company, they wanted no part of it because it was the fault of the other driver. I went to the Postal Service and they sent me a form letter which basically stated that I needed to pay my medical bills and for the repair of my vehicle and then submit a claim, including receipts for my costs, and they would reimburse me for what THEY DETERMINED I was owed. Well, I payed for everything but, instead of turning everything over to USPS, I took everything, including their letter, to an attorney. He took one look at the letter, laughed out loud, and said, "They've been planning on screwing you from the get-go." He filed suit and they settled a claim that SHOULD have cost taxpayers $14K for a whopping total of $68K. And, oh yeah, it took 4 YEARS to make it happen.

I'm still out of a car in NYC. Due to NYC not giving out accident reports. Rental car insurance. Where is police report. I go don't have one. They go you made up this fake accident. I'm like No your rental truck hit my car. Nope didn't happen.

You know how we could avoid this? Put Government issued Identification numbers on cars to tell them apart. We could call them Vehicle Identification Numbers and put them on various places on the car. But then we add a second very visible identification Tag on cars on the front and back, so cars can be quickly identified. Maybe we could call them "license plates". Patent Pending

She needs to sue the police department for her lost vehicle, and when they say it ain't in the budget. She needs to demand the vehicle that has the grapple attached to it. The police will be better off without it, preventing them from causing any more harm!

Some lawyers don't want to take on Law Enforcement directly. It could make plea bargain negotiations for their other clients more difficult, making the lawyer look more inept.😢😢😢😮

If the justice system allows police to just quit or move department. then isn't that case law that everyone in prison can just report that they lost their job or quit and the case gets dropped

"It matched the description" So they misread the license plate? Because something tells me they didn't even bother to verify the license plate. Some cars produced by the Millions, it's the right color make and model isn't matching the description it's enough to investigate but not to use potentially lethal force.

Stops you by destroying your axle, differntial, transmission, etc... they should just buy that lady a car and stop messing around. They didnt even turn their police lights on before doing it. "Over $500.00 was paid out.." so like 550.
