In the [2,3] Steven’s rearrangement, how a nucleophic carbanion attacks the double which is also rich in electron density. Why not [1,2], because of near quaternary nitrogen

acyclic nitrogen is more basic than the cyclic one (also steric).

Sir ,according to Baldwin's rule 3_endo tet reaction are not flavoured then how this mechanism can be correct although it looks fine?

Steric and electronic factors modifies the Baldwin rules at times. 3-endo-Tet reaction should be disfavored. Such reactions do not form a ring, but appear to pass through a cyclic transition state leading to the cleavage of a sigma bond, while a new sigma bond is formed. I hope you understand why it happens

It follows solvent cage mechanism. As a result the intermediate retains its memory of stereochemistry.
