(Depending on the design the labor could be as much or even more than the crystals.) I doubt anyone would use cheap fabric for the tie but it's a small amount of high quality silk fabric. I estimate the lower priced ties were probably $2,000 each. Since Swarovski crystals are now being manufactured on a very limited basis those ties would be far more valuable.
