What I was told is that it's to balance out the weight of the cables

Also known as compensating cables very common on newer elevator installation as well. The purpose is to increase traction with the added weight. I know of two Otis Gen-2 MRL 2:1 roping pair of sheaves top of cab, single sheave on counterweight with compensating cables beneath the cab and counterweight.

This elevator is a real elevator. This elevator was Made in Pittsburgh PA by Westinghouse Electric. This elevator was built well and made to last. The stuff they make today is junk.
