Honestly, the champion coming out last is the rule of thumb and rightly so, but sometimes it just makes sense for the challenger to enter last. Stone Cold was white-hot and who everyone wanted to see - nothing wrong with it.

It's crazy to think that The Rock was a heel at this point. Vince did a shoot and said that it was very hard to keep corporate Rock heel because it was obvious that the fans wanted to cheer him. Which is why they eventually turned The Rock face.
