These moves have made big tech toxic to many people. Allot of companies especially in banking, quant, startups are definitely scooping up these laid off employees. Another good way if you’re in webdev is to build a clone of a companies’ site or product which you can find many online tutorials for and optimize a feature they don’t have yet then send directly to a hiring manager and or other senior swe in the company. This way you pretty much show you can implement the very same changes they’re looking for in a version of their product. I would save that for bigger companies but still looks good for smaller ones to see you can make changes like that.
