Why does Gorr/Fenris work with Cannonball but not with Shang?

It does work, but since Gorr is -1 power, if pretty much any other card was destroyed, it'll bring them back instead. In the Cball clip, no other cards must've been destroyed so even though Gorr is -1, he's still the highest power.
