Blood Pact is a khornate imperial guard and there they have blood mages (Khorne Psykers). 2ndly Khorne didn't badge the fact that someone of his followers uses magic. He just sacrificed entire companies with Captain Boreal in Kaurava and probably gived their skulls to Khorne. Every single Blood Raven who gone dead he sacrificing it to Khorne. He wouldn’t be the first psycher to join with Khorne. Chaos Lord Nemeroth in the original Space Marine game was a powerful sorcerer in the service of Khorne. Even the original librarians of the World Eaters followed Angron into worship of the blood god (until the butcher’s nails destroyed their brains and killed them but, details)
