In America you'd have 10 companies waiting to tow that vehicle, lock it up, charge a bunch of fees against it, and then sell it for pieces when the owner finally gave up trying to buy it back. But if they won't tow it, do "finders-keepers" rules come into play?

In Norway, most people just don't drive on sidewalks as if they are roads. I saw one guy once who drove onto a sidewalk near a bus stop. Put my hands to the side like asking "WTH dude?" , he stayed, so I pulled my phone up, pointed it at him and he just took off. He knew he was breaking rules. One step at a time. Moving forwards.

This is a big part of the problem in Russia...they get a 1500-2000 rubles fine for endangering the public. That's like $20-$25 fine! Make it 4000 for first offense, 6000 for second offense etc. The fourth time your license is suspended and your car is towed. People will think twice before driving on the sidewalk.

My mom was handicapped and mad at hell with me. Had to take the train for 3 months 😢. You would of thought I would know better. Never did it again though.

The unpaid fines is because it's tied to the license plate instead of the driver's license... In the US the plate owner is charged and you can't re-register your vehicle without clearing all fines.

The sidewalks need to be accessible for emergency vehicles. Those barriers that can be stored underground would solve the issue, but I guess that's too expensive for Russia.
