Ummm....this is Russia. The cops are clearly worthless. Been watching these guys for years and its really not surprising russians continue to drive on sidewalks. You try that in the US your ass would be beaten and tazed in the back of a squad car before anyone could even place a sticker on your window. Also most cops in America dont use vodka as a hydration tool, that probably helps.

In New York City there are traffic police and regular police. But the regular police can also write traffic violation tickets. And I know the traffic laws.

It also has become convenient for snow piles in winter to clear to an acceptable walk way and assist in delivery of goods. There is also that the infra structure (Moscow and big cities primarily) was built to support mass transit not car ownership by common people. Recent time have Russia selling public land( free parking) to paid parking corporations. This makes people who have limited parking possessive of what little they have. The problem is then pushed back onto the public and into traffic with inconveniences such as parking on side walks and double parking in traffic lanes. These two problems and short cuts are the only problems this movement encounters.

In general, IMHO, it seems a "Karen" complains about and creates baseless chaos over the simplest things of life without accepting any responsibility for their own actions in the situation. The male equivalent has been referred to as being a "Kevin". A "Chad" is man who has bad dating and relationship manners. Most examples are folks that involve police for perceived slights: a child selling water, lemonade, lawn care "without a permit or license" - a person BBQing meat and "Karen" is Vegan and offended by the smell - parking issues on a public road in front of "their" home/sidewalk - or as in Russia, driving and parking on marked public sidewalks! 🙄☮️

What this means is that Russia's public purse has to stretch very far to provide public services when compared the Nordic countries. While it may be the case that Russia has vast amounts of natural resources that can be sold on the open market, it's not so obvious to me that the income from that economy is flowing into Russian public services.

I bet its 1) a relic from Soviet times when the government wanted to be able to drive military vehicles there in case roads got blocked or to get to apartments faster and 2) because shop owners find it convenient since they don't have to payfor any lawn maintenance and their customers can drive right up.
