Oh, it's been tried. :-) Go to any major city, and you'll have people arguing with Parking Enforcement like they were a mix of a 15-year Traffic Court Lawyer, and a four-year-old who wants more ice cream. :-) I've seen a guy argue with PE because his commercial trailer was parked on a street, when commercial vehicles weren't allowed to: they had to be in a driveway, garage or parking lot. His defense? "Well, I'm using my commercial trailer to move my personal stuff, so it's not commercial equipment now; it's my personal equipment."

The context here is that the Russian police are divided into the traffic police and the general police. The traffic police exclusively deals with road and traffic matters, the general police deals with all other matters that are not road and traffic matters. The general policeman featured here has no jurisdiction to issue traffic fines but he is within his remit to identify and detain the driver for the purpose of handing the issue to the traffic police. The driver was confused saying that the general policeman wasn't able to detain the law breaker for traffic infringements.

The policeman was part of the Patrol Service (ППС), which only deals with matters such as smoking in prohibited areas, drinking in public, disorderly conduct, and similar. A separate police unit, the Road Patrol Service (ДПС), deals with road traffic matters, such as violations of the Road Rules, and car crashes. You can tell them apart by their uniforms and vehicles. ППС officers generally wear a peaked cap with a black band, or a black baseball cap. They usually wear black military-style clothing, but sometimes they may wear a light blue shirt as can be seen in this video. Their vehicles usually have no distinctive writing as with ДПС vehicles, and their lightbar is all-blue. ДПС officers generally wear a peaked cap with a grey band, or a dark blue baseball cap with a reflective strip on it. They either wear dark blue clothing with reflective elements on it, or wear a light blue shirt, often with a hi-vis vest on top of it. Their vehicles have the writing "ДПС" on the hood, the trunk, and sometimes on the sides too. The lightbar is red and blue.

Russian doesnt really have police enforcement, they called either traffic police or military police or FSB, Russians are more likely Roman legion that doesnt need police like west. Russian military police in activities that can beat you up near death without a criminal accused on them. Russian Federalist regime means to that public civilian can do their own hand with law. its illegal private performance in the USA. The USA police is very rude becuz of many inbreeding and mixed ethical races, plus a woke law. Russians are more like family matters than race matters in the usa. Russian doesnt have parking meters like the USA have many. Russian doesnt have resistance arrest and assault battery laws for the police. if you resist or assault the officer, you will be beat up to death, the lawmakers couldnt help you. no human rights in Russia unless youre a real Soviet Russian.
