WHY DON'T THEY LEAVE TICKETS ON PARKED CARS IN RUSSIA? In Toronto you have to renew your license plates yearly/biyearly. If you have unpaid tickets you can't renew it. That would easily fix this problem and make the country a ton of money. Quick fix.

I wouldn't want to be hit with that too often. And I imagine they pay a lot more when the car is towed... I don't understand why the city doesn't just enforce the law and rake in all that revenue, doesn't seem to make sense.

In the US there would be Ballards (steel poles) blocking the sidewalk. With only enough room for pedestrians and bicycles to pass through. They aren't very expensive to install.

Michael Mccarthy, bollards cannot be installed. Like these putzes who illegally avoid heavy traffic, emergency vehicles are legally allowed to use the sidewalks with sirens and lights on.

@Random Moura interesting. In the US, about the only time you would see an emergency vehicle on the sidewalk would be if they were chasing someone maybe. And that is pretty rare. Today vehicles have a harder time going anywhere they aren't supposed to be.

One episode these guys did there was a street that's supposed to go in both directions, but because so many illegally parked for years everyone thought it was a one way road. In my personal experience with Russian cops, they were perverts, child molesters, and criminals in disguise. That was very long time ago when I was a child. I since grew up in US and realized that cops here are mostly useless (from personal experience). That said, every country has good people and good cops. In this video someone has shown to be useful as a cop. That was the point of my comment.
