you know, different elements have different positive charges, so the rate at which voltage needed to stop electron should have been different,but its also easy to understand why slope must remain constant: as all metals having different work functions,still must abide by energy conservation,so its only natural to understand why all graphs must be parallel,if not it would ne like I input alot of energy but require alot less voltage to stop or vice versa so both can be understood as valid but the latter is way more logical, the reason milikan ig considered this odd was due to personal bias, as in, just think about it yourself,when you come across such an equation at face value you would immediately consider different materials having different rates of change this congruency of rate of change in enery in linear graph is also the reason why Plank's constant is so detrimental, it shows all factors depending "on" energy like motion and frequency connect to one another some way or the other
