don't know if this 100% legal, but: 1. let anyone that looks like a juvenile in one at a time 2. must show ID 3. scan the ID 4. show ability to pay b4 entry 5. keep door locked

Appreciate your suggestions and this rule is applied to a few stores already but you think it's possible to do it all day long with multiple standing outside the door and can damage property kicking doors and throwing trash etc . The point is if there are strick laws and some of them actually receive some sort of punishment that can make a change
