Some characters have the same 2nd jutsu Such as Sage Of Six Paths Naruto & Adult Naruto thry both have Sage Art Rasen Shuriken Sasuke Taka Sasuke 5 kage Sasuke they all have chidori so i didn't included those who share similar justu inorder to not repeat certain jutsus Hopefully after it you won't have any questions!

I mean nothing stops you from liking the game. Everyone is just disappointed with how lazy they are with the game. They removed the tilt moveset and changed it to a "2nd jutsu" which is just a marketing strategy.
