Storm sewer drain - combined and separate sewer systems

How hard is it to go from a combined system to a non combined system? Can you use any of the pre-existing structures?

Well the whole thing is designed to drain out into a lake or river when there is too much water flow so if you just blocked off the outlet the line would back up in conditions where it usually would just discharge to the water body so you have to block off all of the hundreds of smaller drains leading into the combined system but only ones for storm water then building another separate system that can handle the water and discharge it properly and make sure all the systems can function properly and that the old system can still handle all the water needed
