It's incense used to send off Adepti. It's probably made of things that were considered top-grade when it was first made, and are considered legendary now. Baizhu probably only has it, because he needed it for his research.

A max-level adventurer can earn slightly more than 0.5 million mora per day, if spending all resin on mora farming. Even Dori's prices are theoretically payable. But I, and most other players, would not be at max world level when playing that quest, making the price much more intimidating. Fortunately, Genshin Impact almost never makes the Traveler pay out of his/her own pocket for quests. I think the only exception is when we hired Dainsleif's help for, like, 100 mora.
