I have listened to the interview, and what I understood from Crispan Mills was that there was a groundswell of feeling (from other bandmates / producers?) against the track being included. Which is astonishing, since it's clearly one of the best songs they've done. This isn't a rough take or a demo, so it's highly unlikely that the tapes would have been "lost" during the album's production - we were already into the digital age - and even if they had, the band could have re-recorded the song!

If you listen to the interview with Roger Morton on the 2010 edition of Peasants, Pigs and Astronauts, they talk about that and explain that the tapes were lost for a long time.
