It depends on the culture. In the US (from my experience), five minutes late, without a call or text warning of said tardiness, to personal appointments is excusable. 15 is annoyance, 30 is bad, and 45 is pushing it. My French professor from Ghana said that his colleagues there would be one, two, three hours late to meetings. They marveled that he came on time. In Germany, everything is on time.
