I looked at a few rarely used characters's tuning system and one thing that I thought about is making Embrittle(Y. Shiggy) ST work. Kendo's Mask Off (Gamma focused) and Mt. Lady's Fancy Casual (SA focused) work really well. Especially since both incorporate their Melee in their Combos.

It's not particularly OP, but Ibara's Fancy Casual should work. Iida's ST let's you run walls, and if leveled up high, should last for most of the match. Paired with Overhaul's ST...

You get the special tuning skills by doing the smaller ones, basically fill up the 5 slots under the special tuning slot let's you unlock the special tuning skill section.
