The movement speed thing is NOT a bug, because the mythic in the upper part make the air resistance high, and if you put it down the air resistance gets lowers and you can move faster. So is a feature.

air resistance is higher the lower you are since air is more dense. Therefore, since you walk with your feet, you make your feet higher by making the boots in the upper slot and thus move faster

i think the only way to fix these overloaded champs is make an active item that negates healing/shielding for like 3-5 seconds on that targeted champion (with an obviously long cooldown and below average stats)

The new champ seams fine a spell with 33% armor pen(with 100% crit) massiv dmg/ auto atk reset, 65% atk speed and 125 bonus range on a 3 sek cd is a good idea
