Interesting even though he is still evil, you can see how much calm he is now compared to before, he have no interest on becoming global dictator, simply just want to find someone strong enough to sate his hunger for fighting And I love how this time, you can tell the creator want to pay tribute to both Raul Julia and Fist Of The North Star, his attitude this time really evocative to Raoh, even the voice actor sound like if Raoh original voice actor speak english and the way he choose Rosinante to be his horse is almost the exact the same story as Raoh with Kokuoh

His official lore in SF5 is that his true ambition is to fight Ryu. This is why for the entire time in the story he was just chilling at the base waiting. He knew Ryu would come and he wanted the ultimate battle. The means to getting the ultimate battle is World Domination and terror. But people often misunderstand him by thinking he just wants to rule. He wants to fight and keep fighting.

Yet the lore is more understandable and doesn't need to play older games, literally remember tried getting in star wars and couldn't find the cinematrical realeses like which movie came out first, then the shows popped up, the cartoon shows started popping up, i was just like "OH HEILL NO!" and stopped trying to get in star wars 💀 For street fighters, i can just sit down watch a 1 hour video telling the lore and which game came first, and why they should be in another order, like it took me 1 week to understand street fighter lore and power system.

Elena is coming in the near future. As for any others, 3rd Strike has always suffered from being part of Street Fighter 3. The Street Fighter that nearly killed Street Figther as a franchise.
