It almost seems like Bison himself is a hell of a lot more calm and less overtly evil, but the nastier nature of Psycho Power boils over whenever he uses it. Kind of explains how calm he is basically everywhere else, but how angry and vicious he is in his winquotes.

I think it starts in Nayshall, named Psycho Power Experiment or something and then you gotta finish the missions that follow after. Sorry, I did it so quick I dont exactly recall everything

I really like Bison now, even though before I never liked him. Bison now looks much sexier. Bison, which used to always be stocky, rather fat, with very large thighs, now looks slimmer, thighs are not so fat anymore, looks stocky, the face is more handsome, dashing & dignified.

It’s explained in World Tour that he’s most likely a backup body of Bison that was somehow released after Shadaloo fell. He had none of the residual memories of the original Bison, which would have normally been put into the backup as part of his resurrection.

I think there was an article from maybe EventHubs where a dev said that this is the same Bison from before, but that’s seems contradictory to what’s said in-game. I’d go with the world tour dialogue in this case

Remember that psycho power when wielded by a truly evil person like his old self and JP flares fully towards purple to dark purple but it's flaring towards a greenish hue, similar to Rose.
