No, Cody came from another capcom game called Final Fight, apparently Cody got arrested for several charges of reckless street fighting. Even though it was all to save his city and his girlfriend Jessica. So Cody showed up alongside Guy in alpha 3

Actually, Cody killed Belger(Mad Gear leader) in the end of Final Fight 1, that's why he was jailed! and I believe he and Joe used to be cellmates during Final Fight 2(he doesn't appear because he is jailed, not on vacation), but Joe escaped before him...

That Joe doesn't make a comeback is sad. His move set closely resemble's FF-version Cody (jump kick and jab). I would guess that he has some Metro City connection, but guessing that since he's fighting for the U.S. and not Haggar (a former Street Fighter champion) has me guessing that he's competing after Haggar claimed the championship.
