The EX series was popular enough to have three games, so clearly there were fans even if it never quite lived up to the legacy of the mainline series. It'll probably remain an interesting footnote in Street Fighter history as I think Capcom have figured out their own formula and will be sticking to it for a long time. That said, Pullum Purna... clearly an Arabic inspired outfit, but 'Purna' is a Sanskrit word and probably so is some variation of 'Pulum'.

This game was a masterpiece imo. Probably the best fighting game for the PS1 (after Tekken 3 obviously). Game mechanics were awesome, great roster and most importantly one of the best OSTs ever.
