I thought Stage 7 was City Hall and the boss was Shiva.

+XXNOOBSLAYERXX If the player fails to save the Police Chief, the last round will take place at City Hall, where they defeat Shiva. If they do succeed in saving the Police Chief, they will go to Dr. Dahm's lab to defeat Mr. X.
