Note: even if you kill your partner, and say yes to the boss, he'll betray you and drop you back to level 6. If you then fight your way back to level 8 (which is practically IMPOSSIBLE to do alone on a 2-player game), the boss will immediately say "You really want to die, don't you? I'll be happy to oblige". Then if you beat him, you'll actually get the good ending, even though you killed your partner earlier on LOL.

For those who don't understand what the Bad Ending means here, let me explain and I'll use Blaze here because I might as well. Blaze proved that her attentions wasn't to stop the violence and return the city back to it's normal and calm state before The Syndicate was created. She doesn't even want to be Mr. X's right hand woman, but to actually overthrow Mr. X and rule it with a bigger iron fist herself. Yeah Mr. X's reign of terror is over, but now Blaze's reign of terror begins and it is most likely going to be far worse than Mr. X's form of terror as she has proved she's far dangerous and stronger than Adam and Axel, and all of The Syndicate members combined including Mr. X. I mean Mr. X himself admitted Blaze is pure evil and that is saying something. That would be The Joker calling you cold blooded and insane. All hope is now lost to help save the city and her reign of terror will plague the city and probably other cities if Blaze wants to expand her empire. Anybody left who would try to rise up and rebel against Blaze would be easily dealt with since she was once apart of the police force herself and know which cop is who and what they may have planned.

Over 20 years later I keep thinking that the bad end was not well plained. You need 2 players, each one choosing different answers, to unlock bad end. If you choose yes with both 1 or 2 players you just fall into level 6 and access good ending. It doesn't make sense

She lied when she agreed to join him, so he'd give her an opportunity to eliminate her partner. If they stopped Mr. X and she tried to take over immediately, Adam would have tried to stop her. Once Adam was dead, she shows her true colors by refusing to become Mr. X's right hand woman, so she could take out Mr. X and become the crime boss.
