How does the company gain by letting this asset decay and not entertaining offers for its sale? The city should start fining them daily to change the economic incentives.

MEh, they were probably on track to reopen it with ballpark village but then the economy tanked, and so did Law & order, so why put any more money into a losing proposition?

Everyone goes to the Arch in the summer. That is a major tourist attraction. You know none of what you are talking about

Privatize the profit when the times are good. Socialize the costs when the business falls. Find the owners of the company that built it, whoever still alive and have them take it apart piece by piece. They made the money for all those years, they shouldn't get to just walk away and say it's the taxpayers problem now.

The people who built it sold it. It was a money maker for many years after. Current owners purchased both the assets and the liability of this property. How have the costs been socialized?

Too expensive to remodel? Ridiculous. After all the money the city has wasted.
