For additional mods
Main mod file should be in the data folder and mod script file should be in the Data packages folder.
When you'll put all the mod file in data and data packages folder then you'll have to claim a new city, save it, quit the game and then resume that city.
And if you want an existing city then you just have to resume that city.

Checkout description for mods And RCI plop will never work if you will download it separately so you have to download it with a mod pack. So for that checkout the video in description.
