fade, the best way to use 2nd suiryu move is to do 3 m1s into forward dash to push them back off on a perfect distance to use 2nd move (its probably counterable but you cant dash out or block), after that if the opponent is slow you can side dash and do 1 into 3 (this part is true)

Here are some tips with suiryu: Use 4 m1, side dash away, wait a bit before using the second ability so the m1 reset, use the first hit, chain with foward dash and press the second ability again to make the follow up, turns out that the follow up works up to 5 seconds after landing the first. And also, the follow up of the second move cancels other moves and actions mid way, so you can use the follow up while using the first move, which is crazy
