CNN's Michael Smerconish speaks to structural engineer Matthys Levy about the deadly condo collapse in Surfside, Florida, and the structural field survey report from nearly three years ago that raised concerns about structural damage to the concrete slab below the pool deck. The report from October 2018 was included in a series of public records documents that were published overnight on the Surfside town website.
This is a new version of a previously uploaded video that contains this update: The 2018 report, which didn’t give any indication that the structure was at risk of collapse, was completed by Frank Morabito, who had no comment when reached on Friday.

I like as soon as the building collapsed, they right away put out a statement that it was NOT a structural problem....hello, the structure just collapsed...so THERE IS A STRUCTURAL PROBLEM!

@@uzaiyaro I was just watching a news program soon after the collapse and they showed this statement which of course was laughable considering that the structure had just collapsed. Sorry though I don’t remember which one ...it just stuck out to me.

I'm a structural engineer, this looks like saltwater seepage, a failure of the waterproofing system and major corrosion occurring due to water intrustion. Where is it coming from, likely from the ground underneath. The rebar started corroding, the spalling is the result...not the cause of the issue. It's a saltwater ground issue that corroded the steel and made it's way into the structure. Kinda rotted it from the inside out.

I would like to know the actual responses to the warnings in 2018, when those mentioned they heard cracking sounds, etc. “It’s nothing..” “we’ll worry about it later”, “we need more tenants to move in this building so we can afford it”

You are so right and the amount of corruption that is in the Florida politics is unbelievable and the governor of the state is so responsible for what is happening in these counties because he is not doing his job. It really simple. Building a high rise building near water have it own issues but, the real cause is they are too CHEAP to pay the maintenance cost of living by the salt body of water. Which is way more higher than fresh water.

I can visualize what's going on right now with the owners of other buildings in the area and afar... they are in PANIC mood, looking up old inspection notes, calling inspectors out for a review, setting up appointments for repair persons to come out is more likely what they're doing. Now it's understood what the outcome will be if you just sit on your ass ignoring shit. Excuse my expression folks; I'm just so mad!!! This right here should have never happened!

I find it very compelling that the 2018 report highlights problems of water leaking from the pool slab to under the front of the building. Then, when we watch the video of the building falling down, the failure begins at the very place the report said was the most vulnerable area for damage. Right next to the pool is where the collapse begins and it propagates from there...

I was a director on my condominium’s board for over a decade and whenever an engineering firm recommended attention to a deficiency in the structural integrity of our building or its envelope, we acted on those recommendations. Failure to do so would nullify any insurance coverage that we carried as directors. Even if we had to assess the owners above and beyond what was in our reserve fund, we did it. I can sleep at nights knowing that we acted in a diligent and honest manner with the best interests of our condo corporation in mind but I have seen many other boards in similar buildings fail to take the same approach because they didn’t have the guts or honesty to raise monthly fees or levy special assessments for major refurbishment. It happens far too often.

Why wait 40years to inspect Why can’t it be every 5years, even minimal inspections. Then in the 10 years period you have a more major inspection and so on. You are on sand, silt and water. You have erosions from salt water. My god man. I pray and mourn for these families 🙏🏽❤️

So leakage from the cracked pool softened the substrate layer, there was soil/clay subsidence, a foundation slab footing failure, cascading yield point slippage with associated mass loads losing distributed support at structural fastenings/anchorings and so forth. Should have been acted upon when the engineers report came in.

@@pk7ghalm23 A lot of people seem to think that business can do better than the government with regulations. It appears that these condo owners should have been heavily regulated then the buildings condition would have been deemed uninhabitable. They were due to have another major inspection which obviously didn’t save anybody. The response that could have made a difference should have happened in 2018.

@@ryanedwards7487 yes I’m a Civil Engineer. I saw one interview with an Architect on another news channel and it was a cluster f***. People need to understand: -Architects make it look pretty -Engineers have an ethical responsibility to make it functional and structurally sound I have not seen any interviews with any Civil Geotechnical Engineers yet. I’ve only seen interviews with Civil Structural Engineers. Would like to hear from a Geotechnical engineer

@@maggie_codes I'd like to see what the geotechnical report for the building shows as well. I wouldn't be surprised that the underground parking structure and it's walls would have to deal with the water table being above the bottom foundation; that happens all the time. I'm curious why they had so much water intruding into the parking structure at this one building. It makes me think that someone used the wrong kind concrete mix in this structure or that waterproofing was never applied. You can't have feet of water coming thru into a basement unless there is a major issue. Initially they said the basement was flooded while they were getting out and I was thinking: Well, when part of the building collapses, no one thinks to turn off a water main...of course there is flooding. However, if this was going on for years and they already discovered the pool deck was not properly built 40 years ago, I wonder what other stuff the contractors just utterly neglected.

@@ryanedwards7487 there was one interview with the previous Building superintendent who said the garage was flooded frequently and pumps were used to help remove water. A few things he said Implied the water could have came from the water table. Maybe water came from both the pool area and from the water table. I saw in the 1979 plans (Drawing S3) that a pile foundation was used but the foundation pile schedule was not included in the posted drawing package. Would love to see any Geotechnical information I hope all Engineers learn from this tragedy and I want to see building codes/inspections improved for coastal structures. Something like This should never happen

My only concern is that if someone bribed him to shut up, that person was knowingly putting lives in danger and will lose out on more money in the long run than if he/she actually fixed the issue. Also what’s to say the engineer wouldn’t have lost if he was to try taking further action?

Most people don’t realize how heavy a structure like this is. If any of the load bearing foundation is off, a build can collapse Also Florida and other sites I’ve seen can sink or sustain water damage to a foundation . Yes rust is a major source of danger. Agree. Seen it many times over the years. This can bring any building down. Thank God for the Firefighters and city workers, Police, etc RIP

Well, that's what Biden is proposing with his infrastructure proposal. But, right on cue, Republicans are pushing back -- and so are their voters. Because NOBODY WANTS TO PAY FOR ANYTHING until *after* disaster strikes. They are completely oblivious about cause and effect. We need to ramp up the IRS and give it more funding so they can go after the corporate tax cheats and uber-wealthy individuals with tax havens and shelters, and then put that recovered money in the national coffers so we can (cough, gag) "make America great again" instead of letting it rot while spewing empty political slogans.

@@bidenbrain9amto8pm Civil Engineering Inspectors are state or city employees. The settling and sink hole risks are government responsibilities to monitor and document. The repairs are paid via assessments, but the risks have to be made public. FL is a red state. Morticians' Lives Matter in GOP land and funerals fund the pro-life churches.

The condo owners are saying that every building on the beach gets these warnings and the report didn't say that it was an immediate problem or an emergency. They are blaming the engineer for not saying it was serious enough.

They said it was going through a 40-year inspection, I would hope for high residency buildings at least check the foundation every 5 years. I wonder what was going on with respect to that inspection.

No doubt the local government (it IS Florida, after all) didn't want to impose the burdensome regulations on the ownership group of making sure the building wasn't a death-trap. 1981 Kansas City Hyatt Recency walkway collapse uncovered the standard corrupt practice of the time where building inspectors were getting payoffs to pass construction without actually inspecting it. Then they just made up info in their reports. 114 people died as a result. First responders said it looked like a war zone. I'll be looking for who it was that got a payoff for ignoring the repair needs here

It is pretty common knowledge now, that using anything other than stainless steel reinforcement will eventually lead to failures like this. Every one of these building probably have pilings below the water table that will suck up the water like a straw. Which building is next and will anything change before the next catastrophe.

The building was sinking at about 2mm per year in the 90's. All buildings everywhere settle to some degree over time. It is worse in this area due to sea level rise.

Sometimes nature decides otherwise, like in Agadir. This is very rare here in the US, most of our collapses are from natural events. Part of this cause can be sea-level rise, from the climate crisis, as Florida has much coastline property.

The woman on the 4th floor was a witness to what happened. She was on the phone with her husband as she was on the balcony looking at the pool. She told her husband the pool just collapsed and then her phone went dead. Unfortunately she’s under the rubble.

Biden’s rush to claim that there was a bipartisan deal on infrastructure is crumbling about as fast as that building in FL. Based on deeper analysis I’ve heard, the whole situation is likely headed toward nothing new or additional towards infrastructure spending/investments. This so-called infrastructure package of Biden’s is likely DOA because Republicans certainly are not for it and too many Democrats in the Senate aren’t really behind it either. Conservative D’s like Manchin, Sinema, and others I can’t remember now off the top. Most likely they maintain the current amount of federal infrastructure funding and try to put a happy spin on it hoping MSM will help them fool the people into believing that Biden and Congress accomplished something to do more about infrastructure.

We do have laws that budings like these do need inspections. The first required one was being done. They did find there was cracking and splaying. The investigation may not have been finished before the collapse. More and complete information will come out.

The federal government isn't generally in the business of enforcing local building codes. In fact; they NEVER are - nor should they be. This is exclusively the fault of the (de)regulators in the ever-so-efficiently-run cesspool of a state called Florida - and Miami-Dade county. If you want to be angry at people for this disaster; at least TRY to have some clue as to WHO to actually be angry at. Sounds like they certainly had PLENTY of warning judging from the engineer's report that they ignored.

I can envision hundreds of mandated "emergency" inspections of condo buildings. I also envision dozens of 30-40 year old condo buildings not passing these inspections. They will find out they weren't originally built up to code because of greed, just like they found houses that got destroyed by 1992 Hurricane Andrew. Thousands of those houses weren't built to code so why would we think these old Condo buildings were? I mean, they found out many houses didn't have nails driven in to support beams/roofs etc. Hopefully nobody else dies but every day from today is a ticking time bomb in S. Florida.

Ironic, Andrew's devastation strengthened their building codes. Those "luxury homes" near Kendall had sloppy construction. A group of homes close by, built by amateurs/volunteers helping Habitat For Humanity, made it through Andrew's wrath with little damage. Ones built by kindness made it while the ones built in haste & greed were destroyed.

I think so because I went through Hurricane Andrew in S. Miami in Aug 1992. Thousands of houses had been built shabbily and not to code because of a housing boom(and general greediness) in the decade or two prior to this Hurricane. Some reports were that roofs didn't even have many nails to bolster them down. So, what happened during the Hurricane? The houses literally flew apart.

The building is mostly or wholly owned by its tenets and maintained through their condo association, of which condo owners sit on its board of directors. That said, it isn't unusual for many of the individual condo units to be leased out by the owners of those units. An engineering study conducted three years ago in preparation for its 40-year recertification found significant flooding and structural damage to the building, likely due to a "major error" in design of the building "where the lack of drainage on the pool deck caused major structural damage," and recommended timely reparations, estimating costs totaling $9.1 million. Can't know definitively without more information, but suspect the condo association balked at the huge cost involved with making needed repairs. Reportedly, Champlain Towers South had "extensive inspections prior due to deterioration, and the condo association was preparing to make updates and repairs." Also, Florida is notorious for its sinkholes, poor building codes (especially prior to Hurricane Andrew), shoddy construction, lax enforcement by building inspectors, and corrupt relationships between politicians and real estate developers. It's likely that there is plenty of blame to go around.

Look at the time schedule and you can see a pattern for motive these people are looking at a 9 million dollar bill just to get recertified for another 40 years so if you have 110 units and their owners which are the same thing you must divide that up between those owners that $9 million dollar bill they couldn't even sell those units to cover the fees for that bill which is why most of them had moved out subleased or on vacation now they're all trying to come out as victims and innocencemt.

The HOA was told by a structural engineer of defects at the base of the foundation. So its the residents fault and the HOA president for not taking action.

The HOA was assured by a representative of the City that the structural defects weren't serious or worth worrying about, since they would cost millions of dollars to fix.

we're so "lost in the sauce" of nonsense in this country that we ignore the shit we should not only be paying attention to, but dealing with - safety issues like the one coming to light with this building (condo associations should not be allowed to defer health and safety findings), infrastructure, the state of the planet we leave our children, gun violence, and on and on! this moment is for all of us to think about our fucking priorities across a broad range of issues.

Not a sinkhole- guarantee it! Sea level rise & steel rebar being corroded by sea water. Those famous sinkholes are on the north Gulf side nowhere near Surfside on the Atlantic. BTW hundreds of search and rescue experts cannot work underneath or on top of a sinkhole.

It was a condo. People own the unit they live in but the association takes cate of the common area and the building itself.

Condos are run by a board made up of owners of the condos; so it was the owners who stalled on making repairs that engineers suggested.

I'd say the gravity of the story deserves that he define the word for the viewers, to give the important context of the engineer's report, but he didn't even give the correct word, let alone its meaning.

@@OrganicDolphin Most of the water seeping in the concrete would evaporate. Otherwise many would have noticed water dripping from below. But the core of the concrete would have been damp for years which would corrode the steel. That will be easy to detect when they find lots of corroded rebar.

The important message here is that safety crews, engineers, architects, and doctors are all trying to save lives. It is frustrating when people sometimes think that hiring someone is just to get a permit as a nuisance. No. There is a lot more at stake. If an engineer's report was issued three years ago and nothing was done, that building owner should have notified residents if there were no funds to make appropriate repairs. So tragic, and a nightmare for all of the families, the rescue crews, and the experts who tried to alert the people so far in advance. So sorry for all.

All the documentary film I've seen on sink holes have never been the cause of tower block collapse. Subsidence was mentioned on a news report.

Something no one has talked in the news, is that in Miami there are many buildings that where made from the 70's through the 80's that have the same layout and the same type of construction I lived in one of them that at the 40 year had similar issues. I didn't had a balcony for 6 month because of it.

When an engineer gives you a warning, you fucking listen. They are the ones who are sued for being negligent. When they do their due diligence, the liability for harm and/or death falls to the party that is warned.

It’s a built in part of capitalism, you privatize profit, the money goes to a corporation and to its shareholders, while the risks and damages are borne by the community at large in the form of loss of life, in this case, and the costs of emergency services such as 9-1-1, police, fire, EMS and so on that are paid in taxes.

With these and other buildings in the area, essentially being built upon a "rubble pile" to extend the area out, coupled with the constantly chlorinated water leaking underneath the adjacent garage that is under all those stories of the condo, willful ignorance and shoddy repair workmanship, subsidence from the weight of the building and saltwater intrusion, and likely paying off the counsel to give them extra time, resulted in this human tragedy. Imagine... your family asleep at 2AM in the morning... BAM... that's it.. no warning.. no time to evacuate.. just layer upon layer of concrete smashing your loved ones to oblivion.
