As I understand it - it certainly is possible. It just takes looking at linear velocity and accelerations. When you have a positive velocity but negative acceleration (i.e. velocity and acceleration acting in opposite directions), all it means is that the velocity decreases with time. I'm pretty certain the same stands for angular velocity and acceleration.

oops. I thought i responded to this question. yes, it is possible to have the angular acceleration and angular velocity going in two different directions. @TheSimulator3000 provides a good analogy with linear velocity and acceleration. nice work!
