Maam in the entire argument you forgot about the ground water table depletion and soil and land destruction because of fertilizers. Also some of the solutions are really impractical. Like for eg 1. Biofuels. The amount of water we will waste for this is waaay too high. We really shouldn't go down this road. Infact the nonsense applies elsewhere too like in Maharashtra they want to do this using sugarcane. 2. Tiles using parali. I doubt this method will be able to absorb the amount of stubble and yhe scale of stubble that is getting generated. Plus there are so many materials that are available for tiles in open market. How many people will end up buying this is unknown. And again for this the farmers will start asking give guranteed sales for tiles. 3. Using happy seeders or the kejriwal suggested extract. These both have afaik been tried and don't work overall. Plus this doesn't get rid of the actual root of the problem which is essentially msp and crop diversification. Why is msp such an issue ? Msp was introduced at a time when india wasnt producing enough food for its population. Today it is actually in surplus. The state is such that the government is literally being forced to buy the said crops at a higher rate than even export rates. And as a consequence it has so much of oversupply that theres no place to properly store it. It is just being bought to essentially let it rot and have it eaten by rats. About moving this msp to other crops is not feasible or practical since the government coffers are already stretched just doling out enough freebies to the same said farmers. The government cannot assure for them a market in India or even outside. Heck noone can. Its the same situation as for the stubble tiles. Please ask the said brilliant businessman to give guarantee on him buying all the parali year on year. He wont. More over we have a much much larger problem to deal with about the water table and soil health. As you rightly mentioned punjab is NOT suited for paddy. It just doesnt have the water resources. Which is why it makes no sense to keep providing nonsensical free electricity and free water to them. The water table across punjab is already critically depleted. Its a disaster of the order that hasn't been seen. People very soon wont have water even for their daily lives. The only and only practical solution is to ask farmers and help them (non financially) to move over to different and diverse crops. Pass the three farm laws that were repealed and enable government regulated contract farming. This solves the problem on almost all levels. Contract farming assures a market for the crops. It also diversifies the crops by way of market requirement. And it also solves the ecological issues.

Stubble burning IS the main source. The aqi is still high since the smoke doesnt get place to dissipate in the north because of mountains. And it only disssipates after a long time. This is why the aqi in delhi is extremely bad for multiple months post burning.
