STUCK?! Otis Freight Elevator Won't go past the second Floor?

This is a very unique elevator as it has both a scissor gate and a regular vertical freight gate but sadly I couldn't get it to go past the second floor. :(

That thing definitely has issues. I got it to go to the 3rd floor, & I remember we got it to go the 4th floor, & it was low on oil.

Might be the possibility of a malfunctioning door interlock on the 3rd floor opening the circuit, as the cab travels up. Going back down, closes the interlock contacts. This is a long shot, maybe a controller issuer with the keyed access needed to reach the 4th floor? Causing the elevator to shut down. .

I had an elevator do this one time. Would stop between 4 and 5, and relevel down to 4. I wonder if there is some type of sensor that it knows that it is way low on oil and stops it before it gets to that point. Very interesting behavior.

I have seen hydro power units with external fill gauges, showing the amount of hydro fluid in the tank. I've never seen, one but it's possible such a fluid level sensor does exist. Likely along the principal of the float switch used in sump pumps, expect in reverse. Much smaller, precise calibration traveling on a steel rod. Contacts are normally closed, fluid level drops too low, contacts open, power shuts off. In a similar manner, as the upper level final limit.
