Should you use Optimize or Normalize if it's VO with music in the background?

I would normalize before adding effects to your voice. This will make sure that the effects have a consistent affect on your voice. Then you could use optimizing during the export to make sure your meeting specific platforms loudness throughout. Just remember that optimize is slightly less predictable

I try to stay on older, more stable versions but this might have me upgrading! And yes to the podcast workflow within Davinci, please!

Yeah thats totally fair. 19 has it's issues, but it's been decent for me so far *knock on wood*. Sick I'm definitely going tom they'll be fun videos to make.

The beta release seems pretty stable so far, but I’d be hesitant if I was mid project!

Which setting would be good for movies? Im mixing a short movie and tried the 1770-4 setting, sounds ok so far, but im not finished yet.

I don't have a ton of experience with broadcast standards, but I know there are many options and the best option will depend on the destination. Netflix, KZbin, and Vimeo (for instance) all have different expectations, so make sure you're using the correct setting for the platform of choice.
