It's a false understanding of immigration permits to assume that a visa is the required permit for students. It's a residence permit for studies, which isn't a visa as defined in the Finnish Aliens Act.

Schools are not in any way the organizations to grant visas to Finland. They only choose and admit students to their study program. They have no authority over visas or residence permits. Visa is a permit to visit from the Finnish Ministry for Foreign Affairs. Residence Permits are permits from the Finnish Ministry of Interior and handled in their Finnish Immigration Service.

If you are not going to learn Finnish, never move to Finland! Even if you will learn Finnish, make sure you learn it up to native level, otherwise run! Saving you a lot of regrets. Move to Finland only if you plan to move somewhere else after your studies, otherwise run! There is a reason why 'run' was used twice. Goodluck!
