Very high chances to receive the admission letter if the application is done in the right way. Generally it takes some weeks to get it in public universities unlike the private.

Yes, Germany is good option for cyber security. German Language is not mandatory; but it will be great if you can understand and speak German at a beginner/intermediate level while reaching Germany more than the language certifications.
