TDS is a tax collected when payment of expenses by the payer which is an income to the payee. Whereas TCS is a tax which is collected when the payer gives someone a way of earning an income

Great observation! TDS is indeed collected from payments made to the payee, whereas TCS is collected by the seller on goods sold.
