Any section of a population irrespective of its numbers would be considered a minority if its numbers are less than that of any other section of population. In India, Hindus are greater in number than Muslims (20 crore as you said) they'll remain a minority as long as Hindus remain greater in number. Hope it helps

Art 19(g) (anyone can have bussines)... Also in Art 19 funda rights are not absoute can be restricted in certain case... So using 19(g) against 30(1) govt. holds the power to hv a check on minorities adminstration.... Also right to property for an individual is not a funda but a legal right under 300(A)... But in case of art 30(1) the state is bound to give a proper compensation to minority institution that does not violates its condition mentioned under art 30....
