Since the number of those who are short listed is high, next is the lottery. Also it depends on project work, who worked longer, who worked efficiently, who has better repo with clients...all those are the factors.

You are misinformed. For many years now the H1B visas are not issued to cheap labors. The employers are forced to pay at par salaries or risk rejection of the visa application. The lottery is merely because USCIS accepts way more applications then it will process. It’s basically free money for them.

It has to be based on interviews assessment and reservation has to be erased and has to expose kids from child hood reading library books and group activities and exposing practical aspect along with assignments and giving importance of using library facilities and keeping library for students study with reservation for long hours and combine study areas etc.

Think objectively. Already too many unemployed IT workers in India, poor infrastructure, reservation, too much competition (which isn't productive but just elimination). Offer better jobs first. If these people get their visas cancelled and come back here the unemployment rates would be really high. Also living in India is a waste of talent. It just doesn't offer you the right chances or funds to support you.
