Efficiency, capability, performance should have been the only yardstick for promotion. Reservation in employment is justified , but reservation in promotion is itself a discriminatory measure, discriminating the general Category from the SC-ST's. Once in the same level of the same job ,everyone deserves to be treated equally. Instead policies should be made to make sure an unbiased promotion procedure is followed with strict penalties if breached.
