Sir according to British English conventions collectives nouns are said with a plural verb right? So in that case shouldn't it be "there were a pile of cookies? " But it would be "was" according to American English ?

I would suggest you to confirm it on your Guidelines page in the Circular, because in ISC exams, we are not allowed to use gel pens.
