Nana Nana It's a し used in cursive calligraphy. Since traditionally japanese is written vertically on parchment, the し would flow into the next character below it this way.

Nana the end should always flow into the next character, so yes in that case you write the normal shi

Why is this different from "normal" hirigana? Is this a special style? I noticed "ki" and "to" are different.

This is KUZUSI (broken) style.It's not normal style Japanese KUZUSI style called Gyousho "行書" normal style is Kaisho "楷書" sorry I don't speak English.
