Objectively, yes, it is sexual and it is harassment. But the phrase "sexual harassment" is charged with all kinds of associations that are not present here. Saying that Gerri encouraged Roman in season 2 does not mean that his behavior is appropriate. But Gerri invited Roman into her bathroom so that he could masturbate while she played on his sexual excitement at being insulted. This was after this had already happened over the phone- she encouraged this dynamic so that she could maintain her connections within the family and build her own personal power within the company through that connection. She didn't tell Roman to stop because she was feeling uncomfortable. She told him to stop because it was threatening her position in the company and no longer served her interests. "But is it in my interests?" They both have behaved like disgusting pigs. But Gerri is not the employee being harassed and silenced by a boss using the levers of power to terrify women who can't speak out. That happens. It's evil. It's not what is going on here. At the end of season 3, Roman is the one in the cold. Gerri is better established in the company, she commands universal respect, and she's Roman's superior. She invited Roman's behavior by exploiting his skeevy and twisted sexual inclinations to create a relationship which she could use to build her position at the company, and then tried to cut it off when it didn't serve her interests. Gerri plays the game brilliantly- she's an effective Machievellian. But let's not pretend that she's some kind of poor girl being exploited by a powerful man.

Well, I'll attempt an answer to your question. Essentially, as I see it, the first thing we can acknowledge is that none of the relationships on this show are healthy or normal. Bearing that in mind, the dynamic between Roman and Gerri is certainly not one any of us normal folks would want in our relationships, however, there are a lot of moments throughout the series between them that are tender and heartwarming: his defending her in the S2 finale when Logan wanted to sacrifice Gerri; Gerri going to see Roman in "Hunting" the morning after boar on the floor. There are certainly more, but it's moments like that that tie the whole dynamic together. Also, the chemistry between the two actors is such that they sort of impose their real life dynamic onto Gerri and Roman's relationship, so a lot of what viewers are reacting to is the natural chemistry between J. Smith-Cameron and Kieran Culkin. Just my thoughts. If you don't like them, that's fine too.
