not a moon phase, I think its a day/night indicator......unless its been upgraded, I've got a coupla ST19's.....

I believe it is not an AM PM. Because you can set it between all 8 phases with an individual button on the lower left side of the case. But if you find any extra info. Please let me know.

@@gradyeger313 Thats cool, a deffo upgrade, I had a Seagull with the same dial but no button
