If you watched the show, you saw that Donna didn't challenge Holly's professional qualities, but the fact that she betrayed her employer. And if he betrayed once, he could do it again.

Problem Suits has is that they handled their female characters poorly, so when Gina moved on and Meghan went to become Dutchess of Netflix the only one left is Donna so better make her COO real quick, put her on par with males. Doing this with Dona basically squashed every argument against Mike Ross practicing law.
