Town fountain and wishing well recharge every 7 days. So you should visit them every Tuesday since that's the the day you visited them in this stream for a max mana +9 every week.

In my game, its every Sunday. I try and remember when Sunday comes around I have to go check in a both fountains, the Town Fountain and the Wishing Well to get the lovely permanent Mana boost. Definitely a good tip for anyone playing Sun Haven!
